The City of Houston seeks an experienced transportation planning professional, acting as the City’s chief transportation planner, to provide strategic and dynamic leadership for the City’s systems-level transportation planning efforts, including consideration of how transportation decisions relate to land use and economic development in the city and region. The Division Manager collaborates with various City employees and officials, external stakeholders, and consultants on a wide variety of projects, plans, studies, and policies. The position is a member of the senior leadership team of the Planning & Development Department.
Establish and promote a long-term vision and for the City’s mobility systems in line with the Mayor’s priorities and advise City leadership on transportation and related policy and plans necessary to achieve this vision.
Lead the development of transportation plans, including related impacts on neighborhoods, growth, economic development, and other issues, and other similar studies, and/or coordinate with other City departments and outside agencies on such plans and their implementation.
Manage and promote the City’s major transportation planning related programs including but not limited to the Major Thoroughfare and Freeway Plan, the Bicycle Master Plan, the Complete Streets and Transportation Plan, and sub-regional mobility plans.
Promote the City’s interests on transportation related committees, councils, and working groups.
Present detailed reports or studies to City Council, commissions, community groups, government agencies, stakeholders, and the public.
Develop and interpret codes, ordinances, and specifications.
Manage the development and implementation of successful grant applications and related documents (required reports, budgets, specific inquiries, etc.) to the appropriate funding agencies.
Manage personnel in the review or implementation of specific transportation planning programs, projects, regulations, or ordinances.
Lead community input/outreach efforts for multiple planning projects and programs.
Write formal and technical reports, planning documents, grants, and correspondences.
Lead City efforts to secure external transportation funds, including procurement and administration of federal and state funds for studies, design, and construction of mobility projects
Prepare, or oversee the preparation of, maps and other graphical representations of data of varying complexity.
Manage, train, develop, counsel, and evaluate staff performance.
Performs other duties or assists with special projects as needed.
The Division Manager must communicate complex transportation planning programs, studies, and projects to a wide audience. The successful candidate must have demonstrated project management and leadership skills. The position works in a team environment and has responsibility to mentor staff.
