Performs source surveillance/verification of the fabrication of research reactor fuel elements, assuring manufacturing processes and that element and their components are fabricated in accordance with, and meet approved requirements. Reviews supplier generated fabrication records, inspection reports, and test documentation. Monitors manufacturing processes to include: fuel powder fabrication, fuel powder compacting, compact identification, dimensional, and visual inspections and vacuum annealing. Also monitors fuel plate assembly/welding, hot rolling blister annealing, cold rolling, plate sizing. Monitors sampling of plates for destructive examination, fuel element swaging, welding and machining, dimensional, visual, and water channel inspections, and Boehmite filming. Approves the release of components during the production/manufacturing process. Witnesses radiography testing, ultrasonic testing, visual inspections and dimensional inspections and reviews documented results. Performs trend analysis and reports results. Assist in the technical reviews of procurement document changes and contractually required submittals. Provides technical assistance to the suppliers engineering and or quality organization personnel with solutions that were found form historical problems with the manufacturing processes. Evaluates dispositions and provide concurrence with supplier generated non-conformance reports and corrective actions. Reports trending and non-conformance issues to INL Quality and Fuels departments.-------------------------Minimum Qualification Requirements (Education and/or Experience):Must have a Bachelors Degree plus 5 years related experience or an Advanced Degree and 3 years experience in quality assurance and/or engineering and/or inspection.Special Requirements and/or Training:Must be able to acquire a complete understanding and knowledge of quality management concepts and practices, be thoroughly familiar with quality assurance codes, standards, and regulations as they apply to various types of facility operations.Must have a strong working knowledge of technical and practical side to quality engineering. Excellent oral and written communication skills are necessary.Must be able to acquire or have demonstrated knowledge and experience in nondestructive testing (NDT) with specific knowledge in ultrasonic, radiography, visual, and dimensional inspection.Must be able to obtain and maintain a DOE L Security Clearance.License(s) or Certification(s):BEA Quality Engineer qualification, Basic Inspector, DOE shipping qualification and supplier qualifications.SELECTIVE SERVICE REQUIREMENTSTo be eligible for employment at INL males between ages 18 and 25 must register (or must have registered) with the Selective Service System (SSS).
