Senior Geographic Information Systems Specialist

Positions & Duties 

GIS Services under the Capital Facilities Development Division of PRNS provides decision support throughout the department and manages the City’s inventory of parks, trails, and recreational facilities. The Department’s GIS program is growing and will soon empower teams throughout PRNS with web-based applications, mobile data collection tools, and integrated business intelligence. PRNS aspires to better serve the San José Community with smart place-based solutions and information sharing using new ESRI tools like Story Maps, ArcGIS Online, and Operations Dashboards.

The Senior Geographic Systems Specialist will be a member of the PRNS Capital Facilities Development Division. He or she will oversee GIS services for the entire Department of Parks, Recreation, and Neighborhood Services. Geospatial intelligence is essential to a number of projects and programs including asset management of the City’s parks and recreation system, business and operational intelligence, capital budgeting, web applications, and strategic and long range planning.

The selected individual will be a strategic thinker, system builder, and effective in designing and delivering reports, visuals, and recommendations to the benefit of various end-users. He or she will be an effective collaborator and supervise one(1) or more support staff. Specific responsibilities may include:

- Management of Geo-Data for various PRNS feature classes and asset inventories; knowledge of the Local Government Information Model (LGIM) and understanding of relational databases is essential.

- Establishing workflows, training programs, review processes, typologies, and Enterprise GIS best practices to ensure data quality, accessibility, and overall consistency.

- Analyzing data (i.e.: conditions, replacement history, capacity, etc.) to identify service gaps, infrastructure needs, opportunities for workflow efficiencies, and to provide recommendations to  management and executive level staff.

- Integration of PRNS Geo-Data with the Department’s Infor EAM asset management and business intelligence system.

-  Providing systems and application support to Department staff and utilizing the City’s base maps, aerial photography, and outside data sources for design and operational support.

- Working with vendors and other departments to tailor software products that meet the Department’s needs.

- Overseeing and supporting the functions of the support staff, including: data digitization, database entry, response to data requests, and map creation.

- Coordinate a department-wide data model to enable dynamic database connections and provide coordinated geospatial intelligence across diverse relational datasets.

- Develop and champion the use of GIS tools throughout the department, including web applications, collector tools, ETL, remote sensing, and spatial analysis.

- Collaborate with departments throughout the City on major GIS projects, including the Emergency Operations Center and Enterprise GIS system.

- Lead innovation toward data-based decision making, utilizing techniques such as predictive analytics, machine learning, or data science to improve departmental governance, efficiency, and accountability.

- Expertise in ArcGIS/ArcGIS Pro, ArcGIS Online, and database systems will be essential for success in this role.

 Qualifications


 EducationA Bachelor's Degree from an accredited college or university in Geographic Information Systems, Engineering, Computer Science, Management Information Systems, Mathematics, Physical Science, Geography, Geology, Urban Planning or closely related field.


 ExperienceTwo (2) years of increasingly responsible experience in computer programming, geographic information systems or transportation planning, including one (1) year in special and/or asset database management. A GIS or GISP certificate from a certifying body acceptable to the City of San José is highly desirable.


 Acceptable Substitution
Possession of a valid GIS or GISP certificate from a certifying body acceptable to the City of San José may be substituted for one (1) year of experience in computer programming, geographic information systems or transportation planning Employment Eligibility: Federal law requires all employees to provide verification of their eligibility to work in this country.
